Dear TfL,
Freedom of Information Act Request
On page 49 of TfL's TPH Staff Manual (v12.1) it is stated :-
" Heathrow Airport Limited (HAL) has the power to prohibit drivers from the airport either on a temporary or permanent basis ".
On the assumption that the above is correct, please provide basic details of the primary or secondary legislation or commercial agreement from which HAL derives the power in question.

Thank you for your email received by us on 17 November 2017 asking for information about Heathrow Airport Limited in reference to Transport for London’s Taxi Private Hire Staff (TPH) Manual.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require. You asked for the following:
