Thank you for your request received by Transport for London (TfL) on 22 February 2017 asking for information about correspondence to/from Claudia Webbe regarding mass defective street column lights on Holloway Rd.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We have conducted two separate email searches to be able to locate, extract and collate the information you have requested but have been able limit the number of potentially relevant emails sufficiently to be able to respond within the cost limit. Our first search was for all emails to/from [email protected] in the time period requested and this resulted in 1785 emails being caught which would require manual review.
A revised search was then conducted for all emails to/from [email protected] containing the keyword “Holloway Road” and this resulted in 1131 emails. It should be noted that even this revised search potentially wouldn’t capture all relevant emails as there may be occasions the subject matter is discussed where the road name isn’t specifically referred to, is referred to in an abbreviated manner, or a different location altogether is mentioned (such as Highbury Corner) which is at the end of Holloway Road.
While many of the emails will certainly not be relevant to your request, and there will be some duplication such as in chains of emails, the only way to collate the information requested would be to manually read through each of the emails while extracting and collating any that fit within the scope of your request.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example you may wish to refine your request to specific keywords of interest, a narrowed period of time and/or emails with a certain member of TfL staff or department.
If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the precise information that you want as clearly and concisely as you can.
