Please provide the following information for the issuing of PCNs for the use of the loading bay outside Pearsons Cycles at the above location: How many PCNs have been issued in the last 12 months and what has the revenue for this been? Thank you for your email received by us on 18 November 2017 asking for information about Penalty Charge Notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for the following:

OPP 345 UPPER RICHMOND ROAD WEST - incorrect issuing of PCNs

Please provide the following information for the issuing of PCNs for the use of the loading bay outside Pearsons Cycles at the above location:

How many PCNs have been issued in the last 12 months and what has the revenue for this been?

We issued 631 PCNs for contraventions seen at the loading bay opposite 345 Upper Richmond Road West between 1 November 2016 and 31 October 2017. The total value of payments received to date is £37,503.

How many PCNs have been disputed and subsequently retracted?

When a PCN is issued to the registered keeper of the vehicle, should they believe that it has been issued incorrectly, they have the right to make a representation. If we reject the representation, they have the right to appeal to an independent Adjudicator at the London Tribunals.  We have received 182 representations against the above PCNs. To date we have cancelled 81 PCNs following receipt of representations. It should be noted, however that PCNs may be cancelled for other reasons. Details about all appeals in London are entered on a statutory register which is available on the London Tribunals website at: http://www.londontribunals.gov.uk/about/registers-appeals 

How many of the paid fines have been reviewed to ensure that loading was NOT taking place?

Upon each representation, the situation surrounding the PCN will be fully reviewed and investigated; this includes mitigating circumstances.

Have traffic enforcement officers been used to ensure that fixed position cameras are providing accurate information?

All of the above PCNs were issued by CCTV camera operators observing the contraventions in real time.
