Thank you again for your request of 12th January 2022. Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below. Note that on 25th October 2021 the Mayor of London expanded the ULEZ up to, but not including, the North and South Circular roads. The new zone is 18 times larger than before with nearly 4 million people living in the zone. Measuring 380km2, it covers one quarter of London and is the largest zone of its kind in Europe. The compliance rate (percentage of vehicles detected in the zone that meet the strict emission standards) during the first month was 92 per cent, compared to the compliance levels in 2017 of 39 per cent.
Following the expansion of the ULEZ, warning notices were issued to non-compliant vehicles seen using the zone in the first four weeks after expansion - i.e. between 25 October and 22 November 2021. Penalty Charge Notices (PCNs) were issued for contraventions from 23 November 2021. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. This approach was also taken for the introduction of the central London ULEZ in April 2019.
Question 1: How much money has the ULEZ made in each month of 2021, and how much money has been generated since the ULEZ expansion's inception on 25th October?

Question 2: The total number of fines for each London Borough for each month in 2021?
When we issue a PCN the notice is sent to the registered keeper of the vehicle as held by the DVLA. This doesn’t necessarily mean the driver of the vehicle at the time the penalty was incurred resides at the address in question.
As outlined above between 25 October 2021 and 22 November 2021 we issued warning letters in place of PCNs.
The data below shows the number of PCNs issued for each month of 2021 to Registered Keepers of vehicles in each London Borough.

Question 3: The number of ULEZ violations since the expansion on October 25th in each London Borough?
This information below is all ULEZ PCNs issued to Registered Keepers in the boroughs including warning letters as “violations” recorded. Only one warning letter was issued per vehicle seen in the zone during the grace period regardless of the number of times the vehicle entered the zone.

Question 4: Which roads have seen the greatest number of ULEZ violations since October 25th 2021?
When a vehicle is driven in the ULEZ without a valid payment our camera network will usually capture several images of the vehicle. This can be when it is entering leaving or driving within the zone. We only retain the clearest image of the vehicle and it is that image, and location, which is retained for inclusion on the PCN. In light of this the location listed on the PCN does not give any indication of the journey taken by the vehicle.
The top 3 locations for the highest number of PCNs issued are as follows:
A4 Great West Road
A12 Eastern Avenue
Western Avenue East
Question 5: The vehicle types with the greatest number of ULEZ charges?
When we issue a PCN we do not record the vehicle type and therefore do no hold this information.
