Thank you for your request received by Transport for London (TfL) on 11 February 2021 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
The leaflet you refer to is sent for moving traffic and parking contraventions PCNs.
- How long has this Letter been use?
This leaflet sent alongside PCNs issued for parking and moving traffic contraventions on the Transport for London Road Network has been issued since 1 November 2015. It does not form part of the PCN, and was introduced to assist PCN recipients understanding of the PCN process, the steps that could be taken and consequences for ignoring a PCN, even where they believed an error had occurred and choose not to make a representation.
- How much has TfL Collected in fines by its use during that time?
This data is from 1 November 2015 – 15 February 2021 for PCNs issued and amount received against them for parking and moving traffic contraventions on the Transport for London Road Network. When we issue a PCN of this type the standard rate is £130, which is reduced to £65 if the PCN is paid within 14 days.
