Thank you for your letter dated 2 February 2017 asking for information about Penalty Charge Notices PCNs. I am sorry for the delay in replying.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some the information you require.
The Congestion Charging Scheme operates as a single zone covering 21 sq km in Central London. Drivers who pay the daily charge are entitled to one day’s use of the entire zone. Drivers who use the zone without paying the daily Congestion Charge and who are not exempt from the charge or registered for a discount are issued with a Penalty Charge Notice (PCN) for non-payment. We enforce the Congestion Charging zone using a network of cameras that capture images of vehicles as they enter, leave or drive within the zone, however we do not track a vehicle’s journey through the zone. We only retain images of vehicles that have not paid the charge (for the purposes of issuing a PCN) and, while a vehicle may be captured multiple times on its journey through the zone, we only retain the images from one camera site.
Because there is no requirement for us to split the zone into smaller areas, we are unable to identify PCNs issued only in the South Central and South East areas.
However we can provide the information you have requested about PCNs issued in Newington Causeway because we do record the locations of our cameras. Please refer to the attached tables. Please note however that, while our cameras are configured to capture images of vehicles travelling in a specific direction, it is possible, depending on the exact location of the vehicle, that it may receive a PCN while travelling in the opposite direction. Therefore some of the PCNs issued using images captured by the northbound cameras may have been issued to vehicles travelling southbound, and vice versa.
