Are these to provide security for the camera vans? If so, please send me a copy of any instructions the occupants have for what they should do if they see a van being vandalised. If they are acting in a security role, can you confirm that they are suitably licenced by the Security Industry Authority?

TfL Ref: EIR-2295-2324 Thank you for your request received by Transport for London (TfL) on 28th September 2023 asking for information about the ULEZ scheme. Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold the information you require. Your questions are answered in turn below: Question 1: Could you tell me what the purpose is of the cars which are frequently parked near mobile ULEZ camera vans, for instance Peugeot reg xxxxxxxx, occupied by people who are obviously linked to the vans?
Answer: TfL has deployed mobile units as part of our extensive camera network to support the effective operation of the ULEZ scheme. Cars that accompany the mobile units are used to transport staff who support the operation of the mobile ANPR cameras, including licensed security workers, as required.
Question 2: Are these to provide security for the camera vans? Answer: See answer to Question 1 above. Question 3: If so, please send me a copy of any instructions the occupants have for what they should do if they see a van being vandalised. Answer: Any instructions given to staff about vandalism are excepted from disclosure on the basis that to release this information would undermine our processes to protect staff from harm and to protect ULEZ enforcement infrastructure from vandalism. The information is therefore being withheld under Regulations R12(5)(a) – “international relations, defence, national security & public safety” (in this instance specifically public safety); regulation 12(5)(b) – “the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature” (in this instance specifically the course of justice); and regulation 12(5)(e) – “confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.” The rationale for this is explained in more detail in a published response to a previous information request which is available on our website here:
