Under the Road Traffic Regulations Act 1984 the Secretary of State for Transport, in exercising of his powers under Sections 64 and 65 of the Road Traffic Regulation Act 1984, and all other powers to enabling him in that behalf, for the purpose of informing drivers of charges at the Blackwall and Silvertown Tunnels, at appropriate sites and designs on roads for which Transport for London is the traffic authority.
As matter of law, Transport for London is required to seek the Authorisation of such signs and designs, as has been granted on September 20th 2023 in regard to Blackwall and Silver Tunnels Road Charging, the following document GT50/139/0187 available as follows:

I ask under Freedom of Information the following:
1. What documents and information does TfL have of the equivalent authorisation from the Secretary of State for Transport under Sections 64 and 65 of the Road Traffic Regulations Act 1984 in regard signs used for ULEZ Expansion of August 29th 2023
2. What documents and information does TfL have, if cannot provide the equivalent authorisation from the Secretary of State for Transport under Sections 64 and 65 of the Road Traffic Regulations Act 1984 in regard to signs used for ULEZ Expansion of August 29th 2023

Thank you for your request received by Transport for London (TfL) on 28 September 2023 asking for information about ULEZ Authorisation of Traffic Signs and Special Directions under the Road Traffic Regulations Act 1984 and the Secretary of State for Transport.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
TfL has designed the appropriate signage for the ULEZ scheme, with the type, size, layout and information content of each sign approved by the Department for Transport.
All signage is legal and complies with the Traffic Signs Regulations and General Directions 2016 (TSRGD). To ensure consistency with our other Road User Charging Schemes, such as the Low Emission Zone (LEZ) and Congestion Charge, we have followed the same principles for our signage since 2003. The Department for Transport (DfT) authorised the designs.
