Lambeth Council, Parking Department say and I quote: “There is an agreement in place between the Crohn’s Disease Society and London Boroughs that tickets will be cancelled for sufferers of Crohn’s disease as this disease is likely to necessitate urgent visits to a bathroom.”
Does the above also apply to TFL's PCN's?

Thank you for your request received by Transport for London (TfL) on 1 November 2019 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
You refer to an agreement in place between the Crohn’s Disease Society and London Boroughs that tickets will be cancelled for sufferers of Crohn’s disease as this disease is likely to necessitate urgent visits to a bathroom. I can advise that there is no such formal agreement with regard to PCNs issued by TfL, however we do take into account all mitigating circumstances when a PCN is challenged.
