As I am dissatisfied with the below answer I would like to ask for an internal review.
My question is not about the dynamics between JCDecaux and the advertiser but I am interested in the rents the landlords charge JCDecaux.

Thank you for your request received by Transport for London (TfL) on 29 November 2018 asking for information about rents the landlords charge JCDecaux for bus shelter advertising.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately we do not hold the information you require, as JCDecaux do not pay Transport for London rent for each bus shelter.
JCDecaux’s contract with Transport for London requires them to pay TfL a guaranteed sum of money on an annual basis, paid periodically, and then a revenue share over and above that guarantee if applicable. This fee covers all of the bus shelters that carry advertising, of which there are approximately 5,000.
The disclosure of the actual value of this contract would prejudice our ability to maximise revenue from advertising when the contract is next up for renewal. However, as listed on our website, the value band for this contract is £100m+.
