Could you please supply technical drawings, figures and numerical information of existing rolling stock including the 1972, 1973, 1992 and 1996 Stock, as well as data on the infrastructural of tunnels. This would include: - Average and top velocities of each type of stock - Dimensions and clearance of the underside of the stock - Average track gauge and geometries of the Bakerloo, Piccadilly, Central and Jubilee lines - Geometry of tunnels of the aforementioned lines

Thank you for your request received by Transport for London (TfL) on 14 November 2017 asking for information about London Underground rolling stock.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

To locate and collate the detailed train and tunnel information you have requested would take an excessive amount of time. It is also likely that were we to compile all the requested information, some of it would need to be refused under Section 38(1)(b) of the Act, which allows us to refuse to disclose information which could adversely affect the safety and security of TfL employees and members of the general public.

Whilst we make no suggestion that you would use this information for anything other than you own personal interest, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this information to cause disruption or harm to the London Underground network. The London Underground system is an attractive terrorist target for several reasons including, its importance to London and the knock on effect to the nation’s economy if it is disrupted, the publicity gained from attacking an iconic transport system and the attractiveness of the system for a mass casualty attack due to its open, mass transport nature. It is also part of the nation’s critical infrastructure by virtue of its central importance to the functioning of London and its economy.

To help bring the cost of responding to your requests within the £450 limit, you may wish to consider refining your requests to concentrate on matters which are important to you.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request. If you have specific questions relating to these topics we may be more easily able to respond to these than to a request for any information held.
