Thank you for your email received on 20 March regarding our guidance for aftermarket electronic devices and equipment in private hire vehicles. I am sorry for the delay in replying.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we hold the information you require. You asked for:
“Have Uber signed and returned the declaration of consent regarding TfL's document named; GUIDELINES FOR AFTERMARKET ELECTRONIC DEVICES AND EQUIPMENT IN PRIVATE HIRE VEHICLES.”
“..the percentage of PH Drivers who did sign the declaration of consent in any given week, (a 7 day period) at the Testing Station at Heston, during May 2015?”
The guidelines you refer to are for vehicle licensees, and are only relevant to operators in instances where they are also the registered keeper of a vehicle or vehicles in their fleet. Uber does not hold vehicle licences with TfL.
Regarding your second point, we have calculated that approximately eight per cent of private hire vehicle owners completed an electronic devices and equipment declaration form in the last week of May 2015 at Heston NSL centre.
