Hi, please could you advise why the A22 between Old Barn Lane in Kenley and the Purley Cross Roundabout is excluded from ULEZ. I can see other such spurs on the ULEZ borders but would like to find out what they are for? Many thanks.

Thank you for your request received by Transport for London (TfL) on 26th September 2023 asking for information about the Ultra Low Emission Zone.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Please could you advise why the A22 between Old Barn Lane in Kenley and the Purley Cross Roundabout is excluded from ULEZ. I can see other such spurs on the ULEZ borders but would like to find out what they are for?”.

I can confirm that we hold the information you require.

We expanded the ULEZ boundary to the existing Low Emission Zone boundary as it broadly follows the Greater London Authority (GLA) area boundary, but was specifically designed to provide opportunities for vehicles to divert from travelling into London, allowing drivers of non-compliant vehicles to avoid the zone if they do not want to pay the ULEZ charge. The purpose of not including the A22 Godstone Road within the LEZ and ULEZ boundary was to allow for vehicles not wanting or intending to enter the zone to turn around at the roundabout where Purley Road and Brighton Road meet.
