Please can you inform me of the following:
- the revenue generated in the most recent financial year from fines issued to motorists in relation to the ULEZ scheme in London
- the nature & value of the commission schemer paid by TFL to Capita plc for the administration of the ULEZ scheme in the last financial year
- the cost to Londoners of the scrappage scheme of non-compliant vehicles in the last financial year
- the estimated cost to Londoners of replacing non-compliant vehicles not eligible for the scrappage scheme
- the estimated impact in CO2 of the scheme ie the impact of forcing Londoners to scrap or replace functioning non-compliant vehicles (eg replacing functioning non-compliant diesel vehicles with compliant but higher CO2 emitting petrol vehicles)

Thank you for your request received on 1 October 2023 asking for information about the Ultra Low Emission Zone (ULEZ) expansion.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked for:
• The revenue generated in the most recent financial year from fines issued to motorists in relation to the ULEZ scheme in London
This information was provided in response to a recent FOI request:
• The nature & value of the commission schemer paid by TFL to Capita plc for the administration of the ULEZ scheme in the last financial year
Prior to the launch of the Congestion Charging scheme in 2003, and following a competitive procurement exercise, Capita was selected to operate the Road User Charging services, on behalf of TfL. This included the launch of the Congestion Charge in 2003 and the LEZ in 2008.
A further contract was awarded to Capita in 2016 and this included the introduction of the ULEZ which was launched in April 2019. That contract was extended in 2020 and runs until 2026. The contracts, including information of the value of the contracts, is published online, please note that these cover all of the Road User Charging services, not just ULEZ:
The costs of running our Road User Charging services, including any payments to our contractors, are funded by income from the schemes. • The cost to Londoners of the scrappage scheme of non-compliant vehicles in the last financial year
Finance for the expansion of the ULEZ will be provided through the GLA’s Green Finance Programme. More information can be found on the GLA website:
