Since the start of ULEZ charging up to the end of December 2021: i. How many individual vehicle registrations have been charged ULEZ? ii. What proportion of vehicle registrations were from inner London, outer London, and outside London? iii. What is the average number of ULEZ charge incidents per individual vehicle registration? iv. How many individual vehicle registrations have incurred a related PCN? v. What is the average number of related PCNs per individual vehicle registration? vi. Thank you for your request of 4th January 2022 asking for information about the Ultra Low Emission Zone (ULEZ).
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are answered in turn below. Note that the ULEZ was launched on 8th April 2019 and covered the same area as the Congestion Charging zone. On 25th October 2021 the zone was expanded to cover the area up to, but not including, the North and South circular road. The data below covers the period from 8th April 2019 until 2nd  February 2022.

Since the start of ULEZ charging up to the end of December 2021:
 
  1. How many individual vehicle registrations have been charged ULEZ?

Answer: The number of individual vehicle registrations for which we have received a ULEZ charge payment is 1,339,230.
 
  1. What proportion of vehicle registrations were from inner London, outer London, and outside London?

Answer: When the ULEZ charge is purchased we do not record details of where the vehicle is registered and therefore we do not hold this information.

3. What is the average number of ULEZ charge incidents per individual vehicle registration?

Answer: The average number of ULEZ charges per unique vehicle registration is 9.
 
  1. How many individual vehicle registrations have incurred a related PCN?

Answer: The number of unique vehicle registrations that have incurred a PCN is 663,567.
 
  1. What is the average number of related PCNs per individual vehicle registration?

Answer: The average number of ULEZ PCNs per unique vehicle registration is 2.
 
  1. What number of related PCNs were challenged and what number were issued in error?

Answer: In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the penalty remains outstanding and a further right of appeal to an Independent Adjudicator at London Tribunals is granted.

Of the 663,657 unique vehicles which have incurred a PCN, 108,232 have challenged the PCN.

We issue a PCN when we have reason to believe a contravention has occurred. When we consider representations against PCNs we do exercise discretion and consider mitigating circumstances; this can result in penalties being cancelled even in  instances when the penalty has been correctly issued. While we do record details of the number of PCNs cancelled we do not record separately how many were issued in error.
 
  1. What is the total money received from ULEZ charges?

  1. What is the total money received from related PCNs?

Answer: We record our income per financial year. The table below details the ULEZ income for the last two financial years. Income for the financial year 2021/22 will be available when our next audited accounts are published, which is due in June of this year. Figures are in £m.
