The average actual length of time between an Eastbound Central line train arriving at Oxford Circus Underground Station and arriving at Stratford Underground Station, for trains departing Oxford Circus between 6am and 10am Monday to Friday. 3. The average actual length of time between a Northbound Bakerloo line train arriving at Oxford Circus Underground Station and arriving at Paddington Underground Station, for trains departing Oxford Circus between 4pm and 9pm Monday to Friday. 4. The average actual length of time between a Westbound Central line train arriving at Stratford Underground Station and arriving at Oxford Circus Underground Station, for trains departing Stratford between 4pm and 9pm Monday to Friday. 5. For both the Circle Line and the Hammersmith and City Line: The average actual length of time between Eastbound trains arriving at Paddington Underground Station and arriving at Liverpool Street Underground Station, for trains departing Paddington between 6am and 10am Monday to Friday. 6. Thank you for your request received by Transport for London (TfL) on 28th October 2019 asking for information about Paddington to Stratford services. This follows on from your previous request of 1st October 2019 in which you asked for similar information about performance on the Bakerloo Line.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

This information should be provided for closures / services / journeys / delays / suspensions that have taken place in the last 12 months.

I can confirm that we hold the information you require. However, we estimate that to answer your questions would exceed the costs limit for responding to FOI cases as set out in section 12 of the FOI Act. Under section 12 of the Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit of £450. This is calculated at £25 per hour for every hour spent on the activities described – equivalent to 18 hours work. The application of the costs limit on this occasion is largely on account of the number of questions you have asked and the amount of data that would be required to be extracted to answer them all. Colleagues in our Performance Analysis team estimate that it would take more than 20 hours work to source the data for this case alone. This is notwithstanding the fact that we have already expended resource answering your original case under reference FOI-1976-1920. Note that under the FOI Act, in determining whether the costs limit is exceeded public authorities can include the costs of complying with two or more request from the same individual, if they are for the same or similar information and if they are received within any period of 60 consecutive working days.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing or reframing its scope, or to focus solely on the exact information that is of most importance to you, so that we can more easily locate, retrieve and extract the information you are seeking.
