TfL’s Programmes and Investment Committee produced a note for their meeting on the 21st Feb 2018 which stated (copy enclosed, emphasis mine)
5.2 Risk to the land and property costs is emerging as the current Safeguarding directions do not reflect the SOBC(strategic outline business case) route alignment. It was intended to request a revision of the directions following a routewide consultation in early 2018. That consultation has been postponed pending the outcome of the funding, financing and affordability work. TfL and the DfT are working together to mitigate this risk.
I would like to know what are the risks to the land and property costs referred to and what are the locations affected?
I would like to know what measures have been discussed and/or implemented by Transport for London and/or the Department for transport in order to mitigate the above mentioned risks?

Thank you for your request received on 24 November 2018 asking for information about Crossrail2.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
I would like to know what are the risks to the land and property costs referred to and what are the locations affected?
The risk to land and property referred to in the paper is the risk of conflicting development in those locations that are not safeguarded but that we may need to use to build Crossrail 2 in the future. In these areas applications for planning permission may be granted and developments subsequently built out that would conflict with the future ability to deliver the Crossrail2 project. The locations where this is happening are across the length of the route.
I would like to know what measures have been discussed and/or implemented by Transport for London and/or the Department for transport in order to mitigate the above mentioned risks?
The Crossrail 2 project team continues to speak to Local Authorities and encourage them to advise TfL of applications for planning permission outside the Limits of Safeguarding but along the Crossrail2 route. This allows the team to engage with developers and Local Planning Authorities at application but preferably at the pre-application stage with a view to discussing where schemes might be amended or changed that would still allow development to proceed but also accommodate Crossrail 2 requirements.
