I would like confirmation of :

Confirmation of who made this decision and in what capacity

Thank you for your email received on 11 November asking about driver licensing and Disclosure and Barring Service (DBS) checks.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we hold the information you require. You asked:

We do not hold information regarding a risk assessment. Our criteria was to identify and write to all private hire licensees and applicants that had not submitted a DBS disclosure with our service provider, GB Group.
Of the 13,000 individual drivers and applicants (the maximum number who may have used a third party DBS service), we identified and wrote to 2,621 private hire licensees and 852 applicants, who had been processed by a third party, informing them that they would need to obtain an enhanced DBS check with TfL’s service provider, GB Group.
TfL, as the appropriate licensing authority, took the decision to carry out these checks following a review of our policy and discussions with the Disclosure and Barring Service.
