I am interested not only in documents and data specific to the current consultation but also in any relating to options which were not progressed to consultation.
If the cost of retrieval would exceed the statutory limit, please publish only modelling studies, schematic and detailed designs, and any consultation materials which were drafted but not published.

Thank you for your email received by Transport for London (TfL) on 22 November 2018. Please accept my apologies for the delay in responding to you.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require. You asked:

We have recently undertaken a public consultation on the proposals at Stoke Newington Gyratory to seek people’s views on the proposals. We are in the course of analysing the responses we have received. A consultation report and response to the issues raised will be published in due course.
Please find the enclosed CD which contains all documents relating to the scheme. We have not included the output of raw modelling, because this data is held on technical software (called VISSIM) which is not a standard Microsoft product. So whilst we provided the results summary (which is in excel tables) if you require the actual modelling files themselves you will need to apply for a VISSIM license to run them.
In accordance with EIR, we are not obliged to supply detailed cost estimates in relation to the design as it is subject to a statutory exemption to the right of access to information under Regulation 12(5)(e).
In this instance Regulation 12(5)(e) has been applied as disclosure of the cost estimates would, or would be likely to prejudice our commercial interests, as well as other companies involved in the design. The breakdown of costs would favour certain parties when this scheme goes to tender and favour a commercial bidder over another. These estimates will in any event change as the design matures. Providing a breakdown of cost estimates would also be likely to prejudice our ability to competitively tender for similar works and projects in the future.
The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
Furthermore, in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.
