Thank you for your request received on 16 October 2024 asking for information about People Leaders.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require. You asked:
•In the last 5 years can you please provide the number of People Leaders (Chief Officer, Directors and Payband 5 & 4) appointed in roles
•Broken down under the protected characteristic, Gender, Ethnicity, Age, Disability
How this data is collected:
The below data is taken from SAP, covering 1 January 2019 to 12 October 2024. The data provided relates to personal information at the point of appointment. Age and Gender (in this report referring to birth sex) are mandatory fields. Ethnicity and Disability, among other demographic fields, are voluntarily provided by employees. Please note: the provided data does not include secondments or sideways moves (at the same Band).
In each characteristic there are three main groups – Minority, Majority, and Unknown. Employees that fall within the ‘Minority’ for each group are given below:
•Gender – Female, Trans Female
•Ethnicity – Black, Asian, and Minority Ethnic
•Disability – Yes
•For age, under 25 and 65+ fall within the majority, but we have reported the below in age bands.

Data protection
In accordance with TfL’s obligations under Data Protection legislation, information where there are five or fewer people in these categories – or from which this information may be derived, has been withheld as required by section 40(2) of the FOI Act as personal data of these persons could be identified.
Disclosure of this personal data would be a breach of the DPA, specifically the first principle of principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
