Status of enforcement of Penalty Charge Notices issued to French registered vehicles

You asked

I understand that TfL are using Euro Parking Collection plc (EPC) to recover unpaid Penalty Charge Notices that were issued by TfL to foreign registered vehicles. 1) Are TfL applying for Charge Certificates & Orders for Recovery from the Traffic Enforcement Center(TEC) in respect of unpaid PCNs after tracing the owners of French registered vehicles who are resident in France through the services of EPC? 2) If the answer to 1) is affirmative how many Charge Certificates & Orders for Recovery have been issued by the TEC to the owners of French registered vehicles who are resident in France? 3) How many Orders and /or Judgments resulting from TfL PCNs from the TEC or other court have been enforced in France to date using EPC or any other method? 4) What is the total value in £- sterling of all monies recovered to date by TfL that concerned TfL PCNs issued to French registered vehicles where enforcement has been carried out in France under the above arrangement with EPC using a TEC warrant of execution or its French equivalent? The most recent 12 months for which you have data will suffice.

Thank you for your request received by Transport for London (TfL) on 1 December 2022, asking for information about penalty charge notices (PCNs) issued to French registered vehicles.
 
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 
 
Unfortunately we do not hold the information you have requested. Our Road User Charging schemes apply to all vehicles irrespective of the country in which they are registered. When we issue a PCN to a UK registered vehicle we use the keeper details held by the DVLA.
 
Penalties issued outside of the UK are not registered with the Traffic Enforcement Centre or any other organisations.
