You asked

Dear Transport for London, Could you provide any details of assessments on the impact of extended the ULEZ to Outer London for the following with the current data held; 1) Number of vehicles registered in the London Borough of Havering which would not be exempt from the ULEZ. 2) Potential daily trips from outside of Greater London which would cross the ULEZ zone with non-complaint vehicles. If this could be broken down by adjoining region, that would be helpful. I am writing on behalf of Better Streets for Havering which supports the ULEZ and we're trying to counter political opposition here; knowing how many people it might actually affect would help with this work. This is an updated request seeking new data.

Thank you for your request received by Transport for London (TfL) on 3 December 2022 asking for information about ULEZ.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

Please see the table below for the latest SMMT data for vehicle compliance in Havering. This data is from TfL analysis of data provided by the Society of Motor Vehicle Manufacturers and Traders (SMMT). The data is correct at the end of 2021. The data represented here is vehicles registered with the DVLA to addresses in the London Borough of Havering. This cannot be compared with the ULEZ compliance reported for circulating traffic as captured by ANPR cameras.
