Thank you for your request received by Transport for London (TfL) on 23 October 2019 asking for a copy of the bid document submitted by London Borough of Enfield to TfL's Liveable Neighbourhoods funding stream.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy.

I can confirm that we do hold the information you require. However, in accordance with the Regulations, we are not obliged to supply the bid document requested as it is subject to exception from disclosure under Regulation 12(4)(d), which relates to unfinished documents or incomplete data.

The original bid is usually an aspiration or high level concept which hasn’t been tested/ modelled. During the concept stage, modelling and consultation feedback may mean elements of the original bid proposal would need to be modified in some cases and this may not always reflect the original design, but we would look to ensure the outcome and benefits of the scheme are still aligned with the Mayor’s Transport Strategy before granting any change in scope.

Detailed community engagement will be carried out by Enfield before any plans are finalised.
