Thank you for your request received by Transport for London (TfL) on 30 December 2021 asking for information about ULEZ. 
 
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
 
ULEZ Road Markings
 
Who, how and why were road markings not considered for ULEZ, which is 24hr all day everyday but was for the congestion zone which is timed? Simply wish to see how this decision was made and why.
 
Road markings were used as an additional aid to drivers in the very early days of charging schemes in 2003, when the first congestion charging scheme was introduced in Central London. 
 
Although markings have been retained for the original scheme, TfL has adopted the use of upright signing for all subsequent charging schemes like the LEZ and ULEZ.  Upright traffic signs are clearer in all weather and lighting conditions, do not fade or degrade over time, provide more flexibility in the messaging and colours that can be used, can be safer to access for maintenance purposes and provide better value in terms of whole life cost of maximising driver information.
