You asked
Hi,
I have received a few risk assessments from you in the past.
I'd like to.see a full copy of thehealth and safety policy for london underground (detailed not just policy statement).
I'd also like to see more detail on the riak assessment system you use Wocra I think I saw on one of the pages.
The assessments give the impression hazards and controls are categorised and selected from a list could you send me these lists so I can get a better understanding on how the risk assessments are built.

Thank you for your request received by Transport for London (TfL) on 9 November 2017 asking for information about risk assessments.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Please find attached the TfL Health & Safety Policy and also the LU Safety Certificate.
The WoCRA database is London Underground's (LU's) Workplace Risk Assessment and Customer Risk Assessment database, designed to help users view and update their workplace and customer risk assessments.
All LU staff with access to the LU intranet can use WoCRA2 to view any valid workplace or customer risk assessment; there is no need to request access to the application.
The risk assessments within WoCRA can only be assessed and inputted by a Lead Risk Assessor. In order to be a Lead Risk Assessor a designated course must be attended along and a brief test sat at the end of the course, the second validation requires the Lead Assessor to complete a Risk Assessment on WoCRA, this is then reviewed by HSE Specialists (Risk) to ensure that the Lead Assessor is competent and has an understanding of the risk principles in order to undertake and assess risks.
The concept of assessing risk is based upon the guidance documents G1027 for Workplace Risk Assessments and G1028 for Customer Risk Assessments (both attached). The document details a number of elements pertaining to risk such as likelihood, severity, consequences and includes a risk scoring matrix as well as detailing who may be affected, different types of Topic related risk assessments and a reminder of the Hierarchy of Controls. Subsequent pages include a list of hazards and controls that can each be selected and assessed in order to reduce the risk.
The Customer Risk Assessment is slightly different from the Workplace in that it is designated into ‘Stages of a customer journey’ and notes ‘Vulnerable Groups.’
The risks themselves are entered onto the WoCRA Database by the Lead Assessor with the assistance of the Union representatives, Subject Matter Expert and HSE. Once the risk assessment has been submitted the HSE Advisor will review and either validate or reject it (so the review cycle commences again). Once valid they remain on the system for 3 years and can be reviewed and updated at any time but the Lead Assessor & HSE Advisor will receive reminders if nearing the end of the 3 year cycle.
