I need data to show how frequently personal account users pay road charges, if the majority of users have one vehicle and if they potentially have access to public transport in London. Because of the way accounts are set up I think the right questions to ask are: 1. How many times were CC, LEZ and ULEZ charges paid per vehicle over the past 5 years? 2. How many vehicles are linked to a single email address? 3. What proportion of vehicles have the first letter and number of a London postcode? Please could you help?

I’m aware there can be up to 5 users per account, so I deliberately didn’t ask for any information about users.
Please provide the following information about vehicles:
1. How many times were CC, LEZ and ULEZ charges paid per vehicle over the past 5 years? (Any kind of payment, including one-off payments and automatic payments).
2. How many vehicles are linked to a single email address?
3. What proportion of vehicles have the first letter and number of a London postcode?

Thank you for your request received by Transport for London (TfL) on 28th November 2022 (as clarified on 16th December 2022) asking for information about Road User Charging schemes.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below to the extent that we can:
Question 1) How many times were CC, LEZ and ULEZ charges paid per vehicle over the past 5 years?
Answer: Please find this data attached. The table shows the number of charges purchased per vehicle for Congestion Charge, Low Emission Zone and the Ultra Low Emission Zone for the last 5 years. The ULEZ launched on 8 April 2019 so the information for ULEZ is from that date.
Question 2) How many vehicles are linked to a single email address?
Answer: We do not hold this information as many vehicles pay the charge anonymously and are not linked to a customer account/email address.
Question 3) What proportion of vehicles have the first letter and number of a London postcode?
Answer: We do not hold this information as many vehicles pay the charge anonymously and are not linked to a customer account/postal address.
