Dear Transport for London, Please respond to the queries relating to the Liveable Crouch End project and the trial taking place between 07 and 20 October 2019, as outlined below 1. What are TfL's terms, specifically, of the Grant being afforded to Haringey Council to support a *Liveable Crouch End* (London N.8) - What are the criteria 2. What information and explanation has Haringey Council provided to TfL in relation to why the decision was made to close the following roads Priory Road Tottenham Lane Park Road and Hornsey High Street 3. Has Haringey Council provided proof to TfL of what consideration was given to the impact on residents/businesses located in Priory Road, Park Road, Hornsey High Street and Tottenham Lane in terms of pollution, increase in traffic and noise and crime increase vs. consideration for residents/businesses (if applicable) of the roads *protected* by this trial. 4. What evidence has Haringey Council provided (or is required to provide) to TfL to show air-pollution monitoring has taken place during the trial 5. What evidence has Haringey Council provided to TfL to show comparison results of air-pollution pre-trial and during the trial, specifically relating to Priory Road, Park Road, Hornsey High Street and Tottenham Lane N8. 6. What evidence has Haringey Council provided (or needs to provide) to TfL in terms of the increase in traffic on the *ring road* created around Crouch End, affecting Priory Road, Hornsey High Street, Park Road and Tottenham Lane. 7. Is TfL aware that one of the main thoroughfares; Middle Lane is closed from 7am-7pm to all traffic, excepting emergency vehicles and public transport and the impact this has had on surrounding roads. 8. Has TfL been made aware of the increase in crime in Middle Lane as a result of closing this thoroughfare to general traffic - specific mugging incidents due to lack of traffic/pedestrians 9. What are the specific terms of the Grant afforded by TfL including trial process, measurement/monitoring of pollution levels , increase in traffic/noise in order that Haringey Council can successfully claim this Grant? 10. If the Council are successful in their aim to claim this Grant and enforce this trial, what are the terms of the Grant in the long term? 11. What is the expenditure to date and anticipated as a result of this trial? 12. If the Council are successful in their aim to claim this Grant, what are the ongoing annual expenses anticipated and for what services provided 13. If the Council are successful in their aim to claim this Grant, what are TfLs requirements to continue this annual expense? - What hours would *the blockade* be in operation - How many staff would man the blockade on a daily/hourly basis - What are the anticipated costs of manpower to enforce this (manning of barricades) - Who would cover the costs of any blockade/management of this process? Residents (Council Tax Payers) or are ALL costs covered under the proposed Grant? - What assurances would residents have that the blockades would be removed at 7pm and available to access 7pm-7am? 14. Noting Crouch End and its neighbouring Muswell Hill are not serviced by any Underground system, please advise on what grounds TfL/Haringey Council determined Crouch End should be chosen as the trial location when there are other areas (I believe 7 options were offered) that have greater travel links and such a trial would impact less on the residents. 15. Has the TfL considered or made contingency plans for claims by residents health affected by increased pollution levels without prior consultation or approval if Haringey Council is successful in TfL awarding them this Grant?

Thank you for your request received by Transport for London (TfL) on 17 October 2019 asking for information about Liveable Neighbourhood Grants.

Some of your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR’s) and our Information Access Policy. I can confirm we do hold the information you requested. You asked:

The following questions fall within the remit of the EIR’s and have been taken forwarded by the FOI Case Management Team in accordance with our Information Access Policy –

1. What are TfL's terms, specifically, of the Grant being afforded to Haringey Council to support a *Liveable Crouch End* (London N.8)

- What are the criteria?

Please refer to the Liveable Neighbourhoods Programme Guidance document that is available online. In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

2. What information and explanation has Haringey Council provided to TfL in relation to why the decision was made to close the following roads

Priory Road

Tottenham Lane

Park Road and

Hornsey High Street

None of the roads above were closed.

4. What evidence has Haringey Council provided (or is required to provide) to TfL to show air-pollution monitoring has taken place during the trial?

LB Haringey has not provided air quality monitoring information during the trial because it was not required by TfL. TfL is aware that LB Haringey undertakes air quality monitoring at a number of locations.

5. What evidence has Haringey Council provided to TfL to show comparison results of air-pollution pre-trial and during the trial, specifically relating to Priory Road, Park Road, Hornsey High Street and Tottenham Lane N8?

LB Haringey has not provided comparison results of air-pollution pre-trial and during the trial because it was not required by TfL. The trail period was only two weeks so it was not considered cost-efficient and good use of public money to install air quality monitoring stations.

6. What evidence has Haringey Council provided (or needs to provide) to TfL in terms of the increase in traffic on the *ring road* created around Crouch End, affecting Priory Road, Hornsey High Street, Park Road and Tottenham Lane?

During the trial period LB Haringey compiled feedback on the grounds which they submitted to TfL for review. Also traffic data collected from the trial will be shared by LB Haringey.

9. What are the specific terms of the Grant afforded by TfL including trial process, measurement/monitoring of pollution levels , increase in traffic/noise in order that Haringey Council can successfully claim this Grant?

TfL may withhold or reduce funding to a Liveable Neighbourhoods project in cases where the objectives of the programme are not met or where TfL determine that the outcomes and benefits are unlikely to be achieved. Please refer to the Liveable Neighbourhoods Programme Guidance document in Q1 for more details.

10. If the Council are successful in their aim to claim this Grant and enforce this trial, what are the terms of the Grant in the long term?

The Liveable Neighbourhoods Programme Guidance document specifies that there will be an ongoing review of the design, together with political and local engagement, for the scheme to progress to the next stage of the project lifecycle.

11. What is the expenditure to date and anticipated as a result of this trial?

As LB Haringey manages the budget for the scheme budget it is more suitable for them to provide a response to this question. You can send a FOI request to Haringey Council via the following link: FOI

12. If the Council are successful in their aim to claim this Grant, what are the ongoing annual expenses anticipated and for what services provided?

Crouch End is on LB Haringey’s road network and they will be operating and maintaining the infrastructure post scheme completion; therefore it is more suitable for LB Haringey to provide details.

13. If the Council are successful in their aim to claim this Grant, what are TfLs requirements to continue this annual expense?  - What hours would *the blockade* be in operation

- How many staff would man the blockade on a daily/hourly basis

- What are the anticipated costs of manpower to enforce this (manning of barricades)

- Who would cover the costs of any blockade/management of this process? Residents (Council Tax Payers) or are ALL costs covered under the proposed Grant?

- What assurances would residents have that the blockades would be removed at 7pm and available to access 7pm-7am?

If the Crouch End scheme successfully passes TfL’s governance process, TfL will release its funding contribution for capital investment only, i.e. design and construction. Any ongoing annual expense after project construction will be incurred by LB Haringey as it will be their responsibility to operate and maintain the infrastructure.

The above bulleted questions refer to operation of the assets (which will be LB Haringey’s responsibility) so it is more suitable for LB Haringey to provide more details.

14. Noting Crouch End and its neighbouring Muswell Hill are not serviced by any Underground system, please advise on what grounds TfL/Haringey Council determined Crouch End should be chosen as the trial location when there are other areas (I believe 7 options were offered) that have greater travel links and such a trial would impact less on the residents.

LB Haringey submitted the Crouch End proposal only as part of their bid. Although Crouch End does not have an Underground station it has a very good bus network that needs to be protected against delays and reduction in reliability. Traffic reduction will reduce delays to bus journey times and improve bus service reliability, which in turn will encourage people to shift from using polluting vehicles to public transport. For the trial, Middle Lane was chosen because, as a residential street, it has a high number of vehicles using it. Middle Lane was identified by respondents during LB Haringey’s engagement events as needing interventions that would reduce the impact of traffic and improve walking and cycling environment.

15. Has the TfL considered or made contingency plans for claims by residents health affected by increased pollution levels without prior consultation or approval if Haringey Council is successful in TfL awarding them this Grant?

TfL understands from LB Haringey that they have been engaging and will continue to engage with the local residents to arrive at the final design, and that there will be a public consultation during the course of the project.

As advised the above questions have been considered and answered in accordance with the EIR. If you are not satisfied with the information provided please refer to the attached information sheet for details of your right to appeal.

The remainder of your questions require an explanative response rather than a request for recorded information, therefore it does not fall within the remit of EIR or the ‘right to appeal’.  However to provide you with assistance the appropriate business team within TfL have provided the following explanations to address each of your questions -

The aim of this trial is for LB Haringey to provide to TfL the evidence of the impact of a road closure. Discussions had taken place between TfL and LB Haringey to discuss possible impacts of the trial. Traffic counts data were collected by LB Haringey and shared with TfL for review.

7. Is TfL aware that one of the main thoroughfares; Middle Lane is closed from 7am-7pm to all traffic, excepting emergency vehicles and public transport and the impact this has had on surrounding roads?

TfL was aware of the trial closure of Middle Lane and was involved in the discussions prior to the trial. TfL is also aware that LB Haringey has been collecting data and feedback during the trial and of any impact on surrounding roads; after analysis these will be published on their website.

8. Has TfL been made aware of the increase in crime in Middle Lane as a result of closing this thoroughfare to general traffic - specific mugging incidents due to lack of traffic/pedestrians?

TfL is aware of a crime issue in the town centre and is also aware that LB Haringey had involved the emergency services with regards to the trial on Middle Lane.
