Thank you for your request received by Transport for London (TfL) on 29 December 2021 asking for information about the enforcement of licensed taxi ‘plying-for-hire’ rules.

Transport for London (TfL) is the licensing authority and regulator of London taxis (cabs).
TfL grants London cab drivers’ licences subject to a condition as to where their cab can ply for hire. As an “All London” driver, this would be all of the metropolitan area. For a “Suburban” driver, this would be the specific sector(s) of the metropolitan area for which the driver is licensed.
TfL Officers carry out checks on licensed taxis to ensure they are in the correct licensing area when they are on designated ranks and as part of their joint operations with the police.
The main provisions of London taxi legislation under which enforcement action is taken for unlawful plying for hire are Article 31 of the London Cab Order 1934 and sections 7 and 8 of the Metropolitan Public Carriage Act 1869.
