Thank you for your email received by Transport for London (TfL) on 22 October 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

1, How many vehicles were issued with PCN on 23rd September 2019 between 11.02 and 11.05.?

There was one penalty charge notice (PCN) issued in this timeframe.

2, How many of those vehicles owners /keepers have appealed?

When a PCN is issued the vehicle owner can pay it at a reduced price in the first 14 days. They also have the option to make a representation to TfL to challenge the PCN for 28 days from the issue date, if they believe it to have been unfairly issued. If a representation is rejected and the vehicle owner remains unhappy with our decision, they have the chance to appeal the decision with an independent adjudicator.

There was a representation made against this PCN and no appeal.

3, How much income does TFL make per day on PCN relating to West Hill Fire Station H33  SW18 ?

The daily average for revenue received from PCNs issued for contravention of this yellow box junction in the month of October 2019 was £3,862. Please note this may change as more PCNs are paid.

4, Can you make available ALL cctv / video evidence of vehicles entering and leaving this yellow box between 11.02 and 11.05?

We do not record on our street CCTV cameras and so we do not have any video showing the sequence of the traffic lights.
