can you please provide TfL, LUL, Surface New Starters/New to Role (External Appointments & Internal Promotions) 2019/20, 2020/21 and 2021/22 year to date.
Can this information be broken-down by equality strands (age, disability, religion, race, sexual orientation and gender), by all paybands (Director to PB1).

Thank you for your request received on 24 December 2021 asking for information about new starters at TfL, London Underground, and Surface Transport.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
Please find the requested information attached.
In each characteristic there are three main groups – Minority, Majority, and Unknown. The people that fall within the ‘Minority’ for each group are given below:
• Gender – Female, Trans Female • Ethnicity – BAME • Disability – Yes • Age – Under 25 and 65+ • Faith/Belief – Buddhist, Hindu, Jewish, Muslim, Other, Sikh • Sexual Orientation – Bisexual, Gay, Lesbian, Other
‘Majority’ groups in each of these are the other available options under each category. Some characteristics have options that roll into these higher groups.
Please note that in accordance with our obligations under Data Protection legislation, information on positions where there are five or fewer people in these posts has been withheld as required by section 40(2) of the FOI Act as personal data of these persons could be identified. Disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
