Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
I can confirm that we have a pre-existing intent to publish the information you have requested. Therefore, in accordance with section 22 of the FOI Act we are not obliged to provide you with this information as it is intended for future publication. As other world cities provide data to the benchmarking group on the condition it is kept confidential, we intend to publish the report in an anonymised form so that London's performance can be compared with other cities, whilst maintaining this confidentiality.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise that there is a public interest in openness and transparency but feel that, in this instance, the balance lies in favour of withholding the information to ensure that we’re able to collate and publish this information in accordance with the pre-existing plan, along with the sufficient time necessary to ensure that full anonymisation is achieved in order to enable publication. The public interest is best served by enabling us to ensure that the information is as widely available and accessible as possible.
