Thank you for your email received on 6 February 2017 asking for information about any policy relating to the welfare of animals in transit.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can advise you that we do not hold the information you require.
As I am sure you are aware, the Low Emission Zone (LEZ) operates to encourage the most polluting heavy diesel vehicles driving in London to become cleaner. We do not hold a specific policy regarding animal welfare in transit in or around the zone.
That said, we are aware that circumstances can arise where a Penalty Charge Notice has been issued and circumstances were outside of the drivers control. Such events should be considered on an individual basis on their own merits, and I am pleased that, as you have already been informed, this PCN has been cancelled and a refund arranged.
