Details of the procedure to be followed by licensed taxi drivers seeking to register for rank access and/or obtain a tag; including the website address, postal address, email address and/or telephone number to which Heathrow Airport taxi rank tag requests/applications may/must be submitted (and the same for London City Airport if applicable). Confirmation as to whether Transport for London provides prospective hackney carriage driver and/or vehicle licence applicants with details of the taxi rank access restrictions applicable to drivers (referred to in our requests dated 26th August 2024 and 10th October 2024, and in your associated responses) at Heathrow Airport and London City Airport. If so, we request a copy of the information provided to prospective hackney carriage licence applicants by TFL (and/or a link to all website addresses containing the requested information). Please treat this request as a new FOI request if necessary.

Thank you for your further request of 7th October 2024 asking for information about taxi access at Heathrow Airport and London City Airport. 

 

Your request has been considered under the requirements of the Freedom of Information Act and our information access policy.  

 

I can confirm that we hold some of the information you require. You questions are answered in turn below: 

 

Question1: The website link(s) for Heathrow Airport’s website containing the relevant/requested information (and the same for London City Airport if applicable).

 

Answer: The following links should have been included in our previous response – apologies for the omission:

Question 2: Confirmation of the fee payable by drivers for a Heathrow Airport taxi rank tag (and the same for London City Airport if applicable). 

 

Answer: The allocation of tags for taxi drivers at Heathrow Airport and how these are issued is managed by Heathrow Airport Limited (HAL). If you have any questions about the tags, this should be raised with HAL directly. We are not aware of a similar tag system being used at London City Airport. 

 

Question 3: Details of the procedure to be followed by licensed taxi drivers seeking to register for rank access and/or obtain a tag; including the website address, postal address, email address and/or telephone number to which Heathrow Airport taxi rank tag requests/applications may/must be submitted (and the same for London City Airport if applicable).

 

Answer: Newly licensed taxi drivers are advised that to access the taxi ranks at Heathrow Airport they must first go through the taxi feeder park, and that if they would like to use the taxi ranks at the airport they will need to register their details with HAL.  We would advise contacting the airport at [email protected]

 

Question 4: Confirmation of any limitation(s) on the number of tag holders at Heathrow Airport (and the same for London City Airport if applicable). 

 

Answer: TfL does not hold this information. You should contact HAL directly. 

 

Question 5: Confirmation of any and all limitation on the dates upon which requests for Heathrow Airport rank access may be registered and/or tags requested/obtained (and the same for London City Airport if applicable). 

 

Answer: See answer to Question 4 above.

  

Question 6: Confirmation as to whether Transport for London provides prospective hackney carriage driver and/or vehicle licence applicants with details of the taxi rank access restrictions applicable to drivers (referred to in our requests dated 26th August 2024 and 10th October 2024, and in your associated responses) at Heathrow Airport and London City Airport. Answer: As per our answer to question 3 – this information is conveyed verbally to newly licensed taxi drivers.
