You asked

I would like TfL, incorporating the London Tribunal Service for traffic adjudication, to disclose each and every occasion, including dates when, as a result of an appeal to the adjudicators, costs have been awarded under Para 13.-(1) of the schedule to the Civil Enforcement of Parking Contraventions (England) Representations and Appeals Regulations 2007, and in particular where either party to such an appeal has been awarded costs due to any of the parties involved being adjudged to have acted frivolously, vexatiously, or wholly unreasonably? Could you let me know what information you hold, where it is held and how often it has been exercised. Could you also let me know on how many occasions an appeal has been made by any person issued with a PCN, where, upon taking the case to tribunal, the enforcement authority has subsequently withdrawn the PCN prior to reaching the tribunal itself?

Thank you for your request received by Transport for London (TfL) on 5 November 2017 asking for information about parking contravention appeals.
