You asked

Please provide me with any information regarding planned upgrade/modification works to the junction of Hertford Road / Bullsmoor Lane in Enfield, your reference 32/073. I would also like to view correspondence between TFL and external bodies, for example Enfield Council, with regards to this junction and planned work. If any part of this request would result in a refusal, I would ask that you treat this FOI as if that question had been removed, and provide all other relevant information. You may also be aware there was a previous request for identical information in 2015. I would highlight that as 2 years have passed and the junction has still not been upgraded, that additional information must therefore be available and this request should not be denied with a reasoning that this information is already in the public domain in the form of this previous FOI request.

Thank you for your request received by Transport for London (TfL) on 3 November 2017 asking for information about junction works.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:

Please provide me with any information regarding planned upgrade/modification works to the junction of Hertford Road / Bullsmoor Lane in Enfield, your reference 32/073.

I would also like to view correspondence between TFL and external bodies, for example Enfield Council, with regards to this junction and planned work.

Currently London Borough (LB) Enfield are conducting a proposal to upgrade the Hertford Road (A1010) /Bullsmoor Lane junction to provide toucan facilities on all crossings, as well as removing staggered crossings partly on Hertford Road. This means the signals associated with this junction could be upgraded. This is part of LB Enfield’s A1010 North Mini-Holland scheme. Please refer to the attached preliminary design dated December 2016.

Throughout the design process, we at TfL have provided feedback to LB Enfield. The emails detailing this are attached, in particular the need to retain the bus lane northbound on Hertford Road leading up to the junction.

As this scheme is still in the preliminary design stageit still requires further TfL approvals in terms of modelling, network approvals and financial approvals as well as LB Enfield’s own approvals.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
