Signage and statistics re No Left Turn on Stanmer Street SW11

A Left Turn is prohibited from Battersea Park Road into Stanmer Street SW11. There is a no left turn sign but it is not easy to see on a busy street and catches innocent motorists who do not realise that the turn is prohibited. What representations has TfL received about the adequacy of this signage and what consideration has TfL given to additional measures to improve the signage? In the years 208, 2019 and 2020, how many penalty charge notices have been issued in respect of this prohibited left turn? In each of those years how much revenue has been generated for TfL from payment of those penalty charges, how many PCNs have been appealed to an adjudicator and how many appeals have been successful? If any appeals have been successful, on what grounds was the appeal successful? How long has this Prohibited Left Turn into Stanmer Street been in force , what is the purpose of the restriction and when was it last reviewed? Is the camera which catches motorists making the prohibited left turn in permanent operation? If not, what are its hours of operation? My point is that if motorists are aware of the restriction and the camera, they will not make the prohibited turn. Therefore the only motorists who in fact receive penalty charges are those who are not aware of the restriction and so are in that sense "innocent" i.e. they were not aware that they were making a prohibited turn. In my view they should receive only a warning letter. Otherwise the effect of the restriction is simply to generate revenue.

Thank you for your request received by Transport for London (TfL) on 25 January 2021 asking for information about the no left turn on Stanmer Street.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

The traffic order for this location dates back to December 1975 and is there to protect the local streets being used by traffic to circumvent the left turn at the main junction on Battersea Park Road. The camera is a standard street CCTV camera and is operational 24/7. As our Road Network Control team also operate 24/7 enforcement can occur at any time. This is not an Automatic Number Plate Recognition (ANPR) camera but requires an enforcement officer to witness the contravention in order to issue a PCN. The signage in place in relation to this banned left turn meets all the necessary statutory requirements. 

 In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the penalty remains outstanding although there is a further right of appeal to an Independent Adjudicator at London Tribunals.
