Thank you for your request received by Transport for London (TfL) on 20 December 2021 asking for a copy of the scaffolding licence in relation to 352 Camberwell New Road.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

The Scaffold licence was issued on 28 November 2020, initially for one month, but we have since received numerous extension requests. The most recent licence TFL11175/1 expired on 28 November 2021 however on 22 November a request was received by the applicant to extend this again by a further six months until 29 May 2022. This request however was rejected by the Asset Operations Manager on 3 December 2021 as they saw no evidence of ongoing maintenance works.

The Asset Operations Licensing team have been in regular contact with the scaffold company who have since provided a summary of works from their client, however we have additionally requested a full programme of works and a copy of the agreement between the roofing contractor and the client. We have been advised that delays to the repairs have been due to budgetary restraints  following the COVID pandemic. The works are estimated to be completed in the region of 25 weeks (6 months).

Please see attached a copy of the full licence, which has expired, as explained above. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
