Bus stop name changes

Please could you provide me with the following information for the time period 1st January 2020 to as far into the future as possible: - Any TfL bus stops installed/planned to be installed, including the name of the stop (displayed on the flag), location, date of installation, and whether a shelter is installed in addition. Please also include temporary stops that have been/will be in place for over 1 month. - Any TfL bus stops that have had their name changed (displayed on the flag) or are planned to have their name changed: including the old name of the bus stop, the new name of the bus stop, the reason for the change, the date of the change, and the location of the bus stop. - Any announcements recorded by Emma Hignett for use on the iBus system during the time period specified above, including new driver activated announcements, re-recorded stop names etc.

Thank you for your request received by Transport for London (TfL) on 22 January 2021.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked for:

- Any TfL bus stops installed/planned to be installed, including the name of the stop (displayed on the flag), location, date of installation, and whether a shelter is installed in addition. Please also include temporary stops that have been/will be in place for over 1 month.

Unfortunately, we do not hold all of the information you require and what we do have is not held exactly as you have requested.

The attached Bus Stop Tracking report shows information on new stops requested from January 2020 to 28 January 2021. This report shows the date the new stop was requested, the location of the bus stop, the reason it was requested, the bus stop reference number and the required date.

We have also provided a separate report that shows bus shelter renewals in 2020. We do not yet have confirmed locations for bus shelters renewals in 2021.

Please find the below list of temporary bus stops which have been or will be in place for more than a month in relation to your request;

Blackwall Lane/Tunnel Avenue SE10 – has been closed since April 2019 on going safety issue.

West Hill, Dartford – extra temporary stop added in August 2019 to bridge a gap between stops following buses being re-routed in Dartford Town Centre.

Kemsing Road/Woolwich Road SE10, stop being relocated as part of cycle scheme.

Kew Bridge/ Kew Green - Date of siting 04/01/2021 to be removed 05/03/2021.

Old Oak Road junction Hemlock Road 07/10/20.

Fulham Palace Road / Averill Street closed since April 2020.

Battersea Park Road/Junction Sleaford Street SW8 31/01/2021 – 30/05/2021.

Furthermore, bus stop 4842 point letter A was suspended from 24/08/2020 until 22/12/2020 – temporary stops were located.

- Any TfL bus stops that have had their name changed (displayed on the flag) or are planned to have their name changed: including the old name of the bus stop, the new name of the bus stop, the reason for the change, the date of the change, and the location of the bus stop.

We have provided an extract that shows changes made to bus stop names on bus stops.

The report contains details of the completion date, the bus stop reference number, the area code (as per our system) and details of the job. In some cases details of the old bus stop name and the reason are recorded but this is not a requirement to be logged and therefore not all details are recorded in the report.

- Any announcements recorded by Emma Hignett for use on the iBus system during the time period specified above, including new driver activated announcements, re-recorded stop names etc.

We hold a set of iBus recordings, however the file size is too large to email. We are not able to provide individual announcements.

As you may know we have responded to hundreds of requests for iBus recordings. However, due to alternative working arrangements aligned with the Government’s measures to tackle the coronavirus, we do not currently have access to the necessary hardware required to create CDs of audio announcements in response to FOI requests and so we are unable to process it remotely. Processing this part of your request would require individuals to attend office premises, contrary to current government advice, in order to access the relevant equipment to compile the information requested and issue the response. We consider this to be a disproportionate burden on our staff and we cannot justify the use of our resources in this way at present for a request that we do not consider to carry any wider public interest.

Therefore we are refusing this part of your request under s14 of the FOI Act. We consider that providing the requested information would place an unreasonable burden on us at this time. As you will be aware, it is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to and our staff are working hard to support them and protect all Londoners. Answering this would represent a disproportionate effort and would require the redirection of limited specialist resources and the attention of staff away from their core functions who could be supporting other essential activity.

We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to place an undue burden on our resources.

If you are considering submitting a further request please think carefully about whether the request is essential at this current time, as answering FOI/EIR requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.
