Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act) and our information access policy.  I can confirm TfL holds some of the information you require.

The LIP3 documents are produced by all 33 London Boroughs which have a duty to make this information available and therefore the documents can be found on their respective websites. They are public documents with statutory consultation requirements.
