Request ID: FOI-2121-2223 Date published: 15 December 2022
You asked
Can I get data, at least full names, of all the people who touched out on some particular gates on October 6th this year on the London overground train stations coming from Liverpool street to Chingford? Train left Liverpool station at 2.18 or 2.17pm and reached Chingford around 2.45pm. I want to know the names of the people who got off at Chingford station, Highams Park, Wood Street, Walthamstow Central. If you can provide me with more than just names, for example email addresses, it could be great. I understand that you can only have names of people who use a registered oyster card or contactless bank card.

Thank you for your request received by Transport for London (TfL) on 25 November 2022 asking for gate line data.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
However, in accordance with TfL’s obligations under Data Protection legislation, and as required by section 40(2) of the FOI Act, we are not obliged to disclose the information you have requested - TfL will never disclose information which can identify an individual in response to a Freedom of Information request.
Disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
