Thank you for your request received by Transport for London (TfL) on 21st January 2021 asking for data about road speed limits.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am looking for the Greater London roads speed limit data set. If possible please can you provide this information as either csv, xls or any other data format you have (not pdf or word).

I can confirm that we hold the information you require. However, the information is exempt from disclosure under section 41 of the Freedom of Information Act, which applies where information has been provided to TfL in confidence. The London Digital Speed Limit Map (LDSLM) is a dataset detailing speed limits on all roads within the Greater London (GLA) boundary. It is derived from Ordnance Survey road network data and is covered by the Public Sector Geospatial Agreement (PSGA) and its associated terms and conditions. This means that we can only share it with select organisations, including other members of the PSGA and contractors working on specific TfL projects

While we are unable to share the dataset with you, note that a public map derived from the dataset is published on the TfL website via the following link, which is updated on a monthly basis:
