Thank you for your request received by Transport for London (TfL) on 24 November 2022 asking for information about senior managers appointed to roles in the last five years.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Transport for London is committed to having a workforce that is as diverse as the city we serve led by inclusive leaders. Our vision for our workforce is that there will be a more diverse range of people with the right skills working at TfL and that they are able to develop to their full potential. This includes at senior manager level.

Our existing and future employees can expect to be interviewed by a recruitment panel that has undertaken the appropriate level of unconscious bias training and is committed to making a fair and evidence based decision.

To support good decision making, we are committed to creating interview panels that benefit from diversity of thought, background, and personal characteristics whenever possible as well as a mix of hiring managers from different teams/departments. This is to ensure fairness and different views are on the interview panel.

Senior managers are considered to be those in Pay Band 4 or above. For positions advertised for our Pay Band 4 roles (and below), all applicants have their CVs and Cover Letters automatically anonymised so that there are no identifying features such as age, gender, ethnicity or other protected characteristics. This is ensures that hiring managers are reviewing applicants based upon merit. Of the Senior Manager hires covered in this FOI request, 78 per cent of roles were at Pay Band 4 and have anonymised software as part of the recruitment process.

Please find the requested information in the attached spreadsheet. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. Where the numbers of individuals in any category are low, they have been shown as <10, as providing the actual figures could enable individuals to be identified. Disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
