Thank you for your email received by Transport for London (TfL) on 12 November 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  We do not hold the information you require. You asked for:

Can you please send through the design details and costings for Leytonstone Underground station referred to by TfL staff in the reply to an on line petition for step free access.

In December 2016 The Mayor and TfL announced a programme to improve the accessibility of the transport network by installing step-free access at more tube stations.

We have certain criteria when considering stations for inclusion in the programme.  These criteria include cost and the opportunity for third party funding, as well as how straightforward the construction will be. In order for us to meet our ambitious target, stations must cost in the region of £6m or be part funded by a third party.

In order to provide step free access at Leytonstone station, the following work would be required:

  • An additional entrance would need to be built near the entrance to the subway. 

     

  • This would require and additional gate-line and additional staff, both of which would have a significant affect on the cost.

     

  • The scheme would require 3 lifts and an extensive overbridge to connect them.

     

  • The only possible location for the new entrance is likely to require land currently occupied by the bus station, and again this would have a significant impact on the cost.

The complexity of the work required and the estimated cost of £15m - £20m meant that Leytonstone station is too complex and expensive to progress as part of this programme.
