Penalty charges

You asked
Is our great capital that desperate for funds????
Just recieved a penalty charge notice from your TFL department 6 months after alleged offence..............................., the offence is having to stop to read the amount of different signage to find out which signage is relevant only to discover that by doing this i've already caused an offence.....
Non locals or even your fellow country men who do not reside in London are clearly less likely to be aware or every sign or local rules thus easy prey for ways to generate additonal revenue!
Can the relevant person of authority provide evidence that every single non uk registered vehicle that has committed the same offence has recieved thier respective charges and that they have all been paid in full,
I request this information under the FREEDOM OF INFORMATION ACT as want to be 100% sure all UK and NON UK registered vehicle owners are treated fairly.

Thank you for your request received by Transport for London (TfL) on 25 October 2017 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. Unfortunately we do not hold the information you require.
We generally target known problem areas across the network with enforcement and all of our hundreds of cameras cannot be monitored 24 hours a day. For this reason we simply can’t confirm that every other non UK registered vehicle committing this offence has been issued a PCN and subsequently paid it in full.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
