You asked

Under FOI TfL Ref: FOI-1746-2021 (see: https://www.whatdotheyknow.com/request/healthy_route_rosendale_road_se2_3) you state these turns have to been banned “to ensure bus journey times were not adversely affected” on Thurlow Park Road. Please supply me with: a)Your assumption when modelling this. b)Your projected delay calculations. The two bus routes are max 4 buses per hour each in each direction and do not turn at this junction. The traffic that that currently turns left and right. For this displaced traffic that need to access Thurlow Park Road, I assume you modelled its affect on buses (on or adjoining Thurlow Park Rd) and traffic flow on Thurlow Park Road to see if this traffic caused a net gain or loss as a result of implementing this ban. If you did not please explain why you did not. Assuming you did, please give me details of your findings eg: i)Bus timings on Croxted Road. ii)Traffic using uncontrolled junctions eg Lovelace Road junction with Thurlow Park Road affecting traffic on Thurlow Park Road (which will include the buses which you have expressed delay concerned in TfL Ref: FOI-1746-2021 and other vehicles). For cyclist travelling on Rosendale Road you encourage (signage and road markings) to do a two stage turn right. Data shows next to no cyclists do this but rather turn right directly taking advantage of early release cycle phase traffic lights and cyclist advance stop box.

Thank you for your request received by Transport for London (TfL) on 17 January 2021, asking for information about banning left and right turns at Rosendale Road and Thurlow Park Road junction.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

  1. If the left turn out of Rosendale Road southbound were not banned at the junction between Rosendale Road and Thurlow Park Road, then cyclists would need to have a green signal at a separate time to Rosendale Road in order to remove conflict between road users and operate the junction safely.

Similarly, if the right turn out of Rosendale Road southbound were not banned, then north and southbound Rosendale Road would need to have a green signal at separate times, or the cyclists would need to have a green signal at a separate time in order to remove conflict between road users and operate the junction safely. This is due to the junction geometry.

Both of these scenarios would mean more time is required at the junction to service all vehicle movements therefore less green time would be available for traffic, including buses. This would mean bus performance for the routes that pass through this junction on Thurlow Park Road would be worse (when compared to the proposed scheme with the banned turns).

  1. We do not have projected delay calculations for buses individually for this scheme. The modelling that was carried out to assess the impact of this proposed scheme shows that when the turns are banned almost all the green time available to traffic is used during peak periods, i.e. the junction operates close to its capacity. Increasing the number of separate traffic movements as described above would be a disruptive design change as both Rosendale Road and Thurlow Park Road would receive less green time due to the need to accommodate the cycle movements separately and this design would delay buses and reduce bus performance for the routes that pass through the junction.

The traffic that currently turns left and right from Rosendale Road that has been displaced has not been modelled.
