You appear to be referring to an out-of-date and superseded New Bus specification. The most recent New Bus specification is attached.

What is the cost of the scheme? Do TfL or bus operators pay to have vehicles inspired by the NRMs?

There was no cost. The bus operators pay for the vehicles.
