Number of ULEZ penalty charges and tribunal cases since its inception

I wish to know: 1. How many penalty charges have been issued for contravention of the ULEZ since its inception. 2. How many of those cases have subsequently been taken to adjudication at tribunal.

Thank you for your email received by Transport for London (TfL) on 11 October 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

1. How many penalty charges have been issued for contravention of the ULEZ since its inception.

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than Penalty Charge Notices (PCNs). Since 10 May, and until 15 October 2019, TfL has issued 332,646 Penalty Charge Notices (PCNS). In the first 28 days of the scheme we issued warning letters

2. How many of those cases have subsequently been taken to adjudication at tribunal.

Of the 332,646 PCNs issued 1,231 cases were appealed and ruled on by London Tribunals after following the usual process of challenging a PCN.
