Number of vehicles on discount or exemption

Request ID: FOI-2081-2223
Date published: 13 December 2022

You asked

Hi What is the TOTAL number of ALL vehicles (vans, cars, motorbikes etc) that have successfully registered for a ULEZ exemption due to meeting emissions standards? And what is the TOTAL number of ALL vehicles (vans, cars, motorbikes etc) that have successfully registered for a ULEZ exemption due to being entitled to a 100% discount? My vehicle was successfully registered as ULEZ exempt due to me proving it meets emissions standards, however it was removed after a few months after receiving an email from TFL stating that they've done checks and it does not meet the standards according to their knowledge. I successfully registered again and my car is ULEZ exempt, which leads me to the following questions; Will this keep happening? Why does this happen? How do TFL check? Do TFL individually investiage check every vehicle that is registered for an exemption every few months or something or is just done to a random amount of vehicles? Do TFL investigate cars that are registered for an exemption at all? If yes what is the process they use?... Is it a random test where they pick out a random amount of cars and double check them to see if they meet standards? Thanks

Thank you for your request received by Transport for London (TfL) on 22 November 2022.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

What is the TOTAL number of ALL vehicles (vans, cars, motorbikes etc) that have successfully registered for a ULEZ exemption due to meeting emissions standards?

We do not hold this information.

In order to establish compliance with the ULEZ, we predominantly use the vehicle data held by the DVLA. This usually allows us to establish whether a vehicle is compliant. In some cases the compliance status of a vehicle may change and our records will be updated. This may be because the information held by the DVLA has been updated, a registration plate has been transferred from a non-compliant to a compliant vehicle or that a motorist has registered with us and provided evidence that their vehicle is compliant.

We are unable to establish why the compliance status has changed and therefore cannot say how many motorists have registered with us.

And what is the TOTAL number of ALL vehicles (vans, cars, motorbikes etc) that have successfully registered for a ULEZ exemption due to being entitled to a 100% discount?

The only 100% ULEZ discount is the Showman’s discount. This was originally introduced for the London-wide Low Emission Zone and was extended to the ULEZ when it was launched in 2019. There are currently 3,106 vehicles registered for the Showman’s discount.

My vehicle was successfully registered as ULEZ exempt due to me proving it meets emissions standards, however it was removed after a few months after receiving an email from TFL stating that they've done checks and it does not meet the standards according to their knowledge. I successfully registered again and my car is ULEZ exempt, which leads me to the following questions;
Will this keep happening?
Why does this happen?
How do TFL check?
Do TFL individually investigate check every vehicle that is registered for an exemption every few months or something or is just done to a random amount of vehicles?
Do TFL investigate cars that are registered for an exemption at all? If yes what is the process they use?...
Is it a random test where they pick out a random amount of cars and double check them to see if they meet standards?
