I believe there should have been an instant reduction.

Thank you for your request received on 14 September 2023 asking for information about the impact of the Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy.
The ULEZ was originally launched on 8 April 2019 and covered the same area of central London as the Congestion Charging zone. On 25 October 2021 the ULEZ was expanded to cover the area up to but not including the North and South circular roads. The ULEZ was further expanded to cover all of London on 29 August 2023. We will be reporting later this year on the first month of operation of the expanded zone. This information will be published on our website.
In the meantime, information regarding pollution levels has been published and may be of some help to you. The London Atmospheric Emissions Inventory (LAEI) datastore may be of particular interest as it includes link level emissions and concentrations maps that can be used for analysis.
