Thank you for your request received by Transport for London (TfL) on 24 January 2016 asking for information about cameras.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:
- The number of cameras (CCTV/ANPR) used to enforce moving traffic offences (i.e. bus lane infringements) on roads for which you are the responsible highway authority
- The total length of coverage from all your cameras (CCTV/ANPR) used to enforce moving traffic offences on roads for which you are the responsible highway authority i.e. if a bus lane is 200 metres long, but a camera which issues a PCN for incorrect use only covers 20 metres of said bus lane, we would like to be told of the full length of the bus lane (200m)
Information about our CCTV camera enforcement system is published on our website at https://tfl.gov.uk/corporate/publications-and-reports/red-routes. We operate a network of more than 900 CCTV enforcement cameras across the whole of the red route network, however we do not hold any information about the number of those cameras used to enforce moving traffic contraventions. As explained on our website, all of our cameras can be used to enforce any type of traffic contravention. Cameras are installed at key points across the red route and are used to enforce parking contraventions, as well as bus lanes and moving traffic contraventions. In some cases, for example at major junctions, a single camera may be used to enforce multiple enforcement locations. In some cases, a single enforcement location may be covered by multiple cameras. We do not use ANPR cameras for traffic enforcement.
- The number of Penalty Charge Notices (PCNs) issued for moving traffic offences on roads for which you are the responsible highway authority (2014/15, 2015/16 and 2016-17 YTD)
Information about the number of PCNs issued by all authorities in London is published annually on the London Councils website at: http://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/information. The number of PCNs we issued for moving traffic and bus lane contraventions between 1 April 2016 and 31 January 2017 is 107,976.
- The number of Penalty Charge Notices (PCNs) upheld for moving traffic offences on roads for which you are the responsible highway authority (2014/15, 2015/16 and 2016-17 YTD)
We assume by number of PCNs upheld, you are referring to PCNs upheld following a representation to us or an appeal to London Tribunals. The number of representations against the PCNs referred to in Q3, which have been rejected by TfL is given in the table below. The number of appeals against those PCNs which have been refused by an independent Adjudicator is published by the London Councils and is available via the above link.

The value of payments we have received for the PCNs referred to in Q3 is given in the table below. Please note these values represent gross income received in each financial year. All of our income is reinvested into ongoing improvements in the Capital’s transport infrastructure.
